DES is developing a pilot program called “EDGE: Encouraging Diversity, Growth, and Equity” to help mini and micro size construction firms gain an equitable edge in the public works bidding and procurement process to meet a market need for more small and diverse firms in public works prime contracting.

We are seeking public input on our policy statement. Below are details on who qualifies for EDGE and how you can be part of our feedback process.

Program purpose

The EDGE pilot program will provide training, technical assistance, and networking to help mini and micro businesses learn more about how to become prime contractors on state public works construction and improvement projects.

Program participants will receive access to EDGE-only bid opportunities on public works construction contracts under $1 million.

EDGE eligibility requirements

Public works firms are eligible for EDGE if they:

  • Meet the definition of “Microbusiness” or “Minibusiness” as defined under RCW 39.26.010.
  • Have no debarments or suspensions with LNI, DOR, and ESD within the last two years.
  • Have all necessary licenses, registrations, and permits required by law to engage in public works contracting under chapters 39.04 and 39.10 RCW.
  • Submit a complete application signed by the principal business owner or authorized representative of the business.
  • For at least three years from the date of application submission, the business must:
    • Have a Washington State business license in compliance with RCW 19.02.
    • Be registered as a general or specialty contractor in the LNI database.
    • Be actively performing construction work.

What is a micro or mini business?

  • Micro business: A business with annual gross receipts of $1 million or less in Washington.
  • Mini business: A business with annual gross receipts of $3 million or less in Washington.

Program components

The key components of the EDGE program include:

  • Required DES Washington EDGE training program
  • Hands-on technical experience and assistance for navigating the Washington bidding rules and process
  • Connection with experienced firms and industry professionals

Policy development

DES is finalizing a policy statement to complete the details of the program and is seeking input. View the draft policy.

Registration

Virtual public feedback sessions will be held on October 29 and 31. View and register for specific sessions.
