This course focuses on the study of successful state-tribal relationships. You will learn about the legal and historical basis of these relationships and gain insight on factors that support positive interactions. You will look at current trends in state-tribal relationships, with co-management highlighted as the signature policy of Washington state-tribal relations. You will also delve into issues affecting different state government agencies and discuss best practices and solutions.

This course satisfies the requirements of RCW 43.376.050 regarding tribal liaisons within state agencies.

Performance Objectives: Upon completion of this course, you should be able to:

• Understand the concept and policies related to state and federal co-management, with an emphasis on the northwest tribes of Washington state and tribes with land claims within Washington state.
• Identify and discuss current trends in state-tribal relationships in practice, with an emphasis on the most workable solutions.
• Understand the legal basis of the federal-tribal relationship and the historic development of tribal-state relationships, with an emphasis on Washington state.

Prerequisites: Participants first must take History and Practice of Government to Government Relations.

Intended Audience: The course is designed for positions that interact directly with tribal governments in Washington state.

Professional Certificate in Advanced Tribal Relations: This is the third course in a three-course series that leads to a Professional Certificate in Advanced Tribal Relations from The Evergreen State College. This professional certificate is designed for positions that interact directly with tribes. You will improve your ability to collaborate with tribal leadership and your understanding of current and historical policies that impact tribal-governmental relations. This certificate includes online group learning with an instructor and guest speakers, along with three site visits near the Olympia area, and some assigned readings and assignments to complete outside of class.

To earn the professional certificate, you must complete all three courses:
