As project director, Wesley will provide leadership, project management and coordination for LCM, a multi-phased project on the Capitol Campus that will replace, renovate, and expand buildings that house the Senate, House of Representatives, their staff, and other state agencies.

Kirkman joins DES after several years at the Department of Labor and Industries (L&I). Most recently he served as the facilities program manager. In this role, he offered strategic leadership of many diverse project teams delivering facilities services, other support services, and projects for over 3,000 staff across the state of Washington.

"These are historic buildings that play an important role in our State's legislative process. The project will draw a lot of interest and take the legacy of the Capitol Campus into the next century. I join a great team and can't wait to partner with them and our stakeholders to deliver cost-effective and quality construction for our community."

Kirkman began his career working for an architecture and urban design firm in Seattle where he led master planning for ports, local governments, the Navy, and the National Oceanic and Atmospheric Administration (NOAA). He then became Manager of Strategy and Occupancy Planning for a large regional healthcare system with 145 facilities and five hospital campuses. After several years in that role, he joined the L&I team in 2018.

Kirkman holds a Masters of Urban Planning from the University of Washington, a Bachelor of Arts in Economics and a Bachelor of Arts in Geography from San Francisco State University. When not at work, he enjoys spending time with his family and exploring the great Northwest.

LCM is a phased project to replace and update aged structures on the West Capitol Campus. This includes the replacement of the Irv Newhouse Building, renovation and expansion of the Joel M. Pritchard Building, renovation of a portion of the John L. O’Brien Building, and other improvements to the campus.
